It is slower to steal from someone than to go finish their cipher heres why: Let’s say rescuer’s cipher was left at ≈60% and it’s close enough for you to get the 25% decoding buff. With the buff it will take you 58 seconds to finish a cipher, meaning rescuer’s cipher will be at almost 0% when u finish your cipher. Now, You go do the cipher thats at 0%, it’ll go to 10% and finishing it will take 73 seconds. That is 133 seconds in total + walking. If you don’t steal you’ll finish your cipher in 73 seconds and when you go finish the cipher left at 60% it will take you 32 seconds to do so. (81seconds (normal decoding speed) divided by 100% is 0,81. which means it takes 0,81 seconds to do 1% at a normal decoding speed. 40% left on rescuer cipher, 40*0,81=32,4 so 32,4 seconds to finish it. 32,4 seconds + 73 seconds = 105,4 seconds + walking time. Not stealing is faster.
